London Borough of Waltham Forest – Review of Growth and Regeneration

The London Borough of Waltham Forest asked Regenfirst to review its organisation and its approach to growth and the structure of its regeneration services following the completion of the Council’s Growth Commission in the summer of 2014.  Over the summer and autumn, we undertook a rapid review of the structure and the key projects and, in consultation with the Chief Executive, the Leader and key cabinet members we developed a programme of masterplans and delivery plans to support housing growth and commercial development in Walthamstow, in the Blackhorse Lane area and in the northern Olympic Park.  This included writing a successful Housing Zone bid to fund the work going forward.  We then worked with the Council to boost short term delivery capacity while we undertook a comprehensive restructure and helped to recruit to key posts.  We also overhauled the project and programme management approach, and we introduced a new streamlined data driven project reporting tool to inform the Council’s Management Team and Cabinet.
